2024 Xi’an Municipal Belt and Road Scholarship Program
About SNNU
Directly administered by the Ministry of Education of China, Shaanxi Normal University(SNNU) is one of the first “Double First-Class” universities.
SNNU, located in the ancient capital city Xi’an, has two campuses, Chang'an campus and Yanta campus, which has been awarded the title of Enlightened Campus by the Ministry of Education and the Government of Shaanxi Province. Moreover, the first comprehensive education museum in China is built in SNNU.
SNNU is highly comprehensive and has a complete range of disciplines. It has established 26 schools. There are currently more than 2,000 full-time teachers and more than 30,000 students. SNNU has a collection of 4.16 million books and 139 various literature databases，and 80 thousands E-Journals.
SNNU has established cooperative relations with more than 190 universities and educational institutions in 38 countries and regions. SNNU initiated the Silk Road Teacher Education Alliance and other related institutions, and has set up the Innovation & Practice Base for the Cultivation of Globally Competitive Talents, five Centers for International and Regional Studies.
SNNU is one of the first testing centers of “Certificate for Bilingual Teachers Competency”.
The international students education of SNNU started from the year of 1965, and it has enrolled nearly 10,000 international students up to now.
About the Program
Xi'an Municipal Government established Xi'an Belt and Road Scholarship for International Students to attract outstanding students from Belt and Road countries to study in Xi'an, with the aim of building Xi'an into a "City of International Students" and to promote the development of Xi'an as National Central City and international metropolis.
Scholarship Coverage
Doctoral Programs: 25,000 CNY/person
Master Programs: 20,000 CNY/person
Bachelor Programs: 15,000 CNY/person
Chinese Language Programs (no less than 6-month study):1000 CNY/month/person. Duration for providing scholarships is no more than 10 months.
Note: This program provides scholarships up to one year. Since the final review time of the scholarship is after enrollment, students must pay tuition, accommodation and insurance fees, etc. when registering. If the scholarship application is approved, the scholarship will be issued in accordance with the relevant regulations.
Eligible Applicants
Possess a common passport of the Belt and Road countries.
Be fridendly to China, and be physically and mentally healthy.
With good morals, comply with the laws and regulations, hardworking and studious, without any behavior of violating Chinese laws, regulations and school discipline rules.
Doctoral Program Applicants shall be under the age of 40. Master Program Applicants shall be under the age of 35. Bachelor Program Applicants shall be under the age of 30. Chinese Language Program applicants shall be under the age of 45 (The age is calculated as of September 1, 2024).
Not receiving any other scholarship.

English-taught programs
Ph.D: Education, Chemistry, Computer Software and Technology, Materials Science
Master: Chinese Philosophy, Historical and Cultural Heritage Protection and Engineering, A study on the Sinicization of Marxism (China’s Development and National Governance).
Language Requirements
Chinese-taught Programs
Majors in Humanities. Applicants need to pass HSK4 when applying for the undergraduate major of Chinese Language and Literature and the undergraduate major of International Chinese Education. Applicants need to pass HSK5 when applying for other majors.
Majors in Science, Engineering and Fine Arts. Applicants need to pass HSK4.
Chinese Language Program
No specific requirement for Chinese language proficiency at the time of application.
English-taught Programs
Except for applicants whose native language is English, all other applicants are required to provide a valid certificate of English language proficiency, IELTS 6.0 or TOEFL 60, or proof of English language proficiency.
Application Procedure
Online Application. Log on Shaanxi Normal University Online Application System for International Students (http://snnu.17gz.org/), fill in the application information online and upload the following application materials:
A copy of Passport Home Page. If the validity of the applicant's current passport does not meet the requirement (meaning the passport expires before September 2024), please apply for a new passport before submitting the application.
Notarized highest diploma. Prospective diploma holder must submit official document issued by current school to prove current student status or expected graduation date.
Original academic transcripts from the previous study stage.
Research achievements. Published thesis, award certificates, etc. to prove academic capabilities.
A study plan or research proposal with more than 800 words.
Two recommendation letters signed by professor or associate professor.
Valid HSK certificate or English proficiency certificate.
Notarized certificate of Non-criminal Record issued within 6 months prior to the submission date of the application.
Foreigner Physical Examination Form issued within 6 months.
Note: The above materials should be in Chinese or English, and must be attached with notarized Chinese or English translations if they are in other languages. Items 1.4-1.6 of the materials do not need to be provided for Chinese Language program applicants.
SNNU does not authorize any individual or institution to enroll in scholarship programs. All students please apply through the only official website.
University Recommendation
After preliminary examination, interview and comprehensive assessment, the University will submit the list of recommended candidates to Xi'an Municipal Education Bureau.
Final Admission
The final result will be determined after the review of Xi'an Municipal Education Bureau.
